Updated 29 October 2026. A pay-per-lead agreement and a monthly lead-generation retainer may both promise more sales conversations, but the buyer is paying for different things. One contract charges when defined enquiries are delivered; the other usually charges for a team's ongoing research, campaigns, qualification and learning. Neither model is inherently better. The commercial question is which type of risk your business can absorb, and how many sales-accepted opportunities and won customers emerge after all costs.

This guide offers a transparent way to compare both models, including a third option that combines a smaller management fee with payment for accepted outcomes. Figures are deliberately hypothetical and are not advertised Pearl Lemon prices, market averages or forecasts.

Side-by-side: how payment and responsibility differ

    QuestionPay per leadMonthly retainerHybrid

What is delivered?Enquiries, verified calls, leads or meetings as contractedResearch, marketing operations, SDR work, reporting or campaignsSpecified operational work plus accepted outcomes
Who bears lead-volume risk?Supplier may bear some generation riskBuyer carries more volume risk, though not all quality riskShared depending on contract

What if results disappoint?Reject invalid leads under agreed rulesReview strategy, work delivered and termination rightsSeparate base-fee obligations from outcome acceptance

Any of these arrangements can be structured badly or well. An outcome-linked supplier can exploit a weak definition of a lead, while a retainer can consume budget without genuine learning. Align incentives through auditable requirements rather than vague claims that one pricing model always “guarantees ROI”.

First define the unit you will measure

A purchased contact, customer enquiry, request for quotation, attended appointment, sales-qualified opportunity and closed customer are different things. For a consumer installation business, a valid lead may be a homeowner in an approved postcode actively requesting a quote. For an enterprise software firm, a verified email address is rarely a sales-qualified opportunity without an identified company need and a relevant role.

Write down whether the supplier charges for contact delivery, response, meeting booking, meeting attendance, acceptance by sales or a won sale. Include duplicates, geography, service availability, exclusions, no-shows and lead-age limits. For a retainer, define which activities the supplier actually owns: list research, calls, email, landing pages, data, CRM, campaign operation, reply handling and lead qualification.

Illustrative month: same spend, different outputs

Consider two entirely hypothetical offers. Supplier A charges £100 for each of 40 delivered leads: total £4,000. Your team accepts 20 as relevant and converts five into customers. The fee works out to £200 per accepted lead and £800 per won customer, before internal sales time, software and other acquisition costs.

Supplier B charges a £3,000 monthly retainer and creates 15 sales-accepted opportunities, four of which close: £200 per accepted opportunity and £750 per won customer, again before other costs. These figures deliberately highlight the comparison problem: a retainer producing deeply qualified opportunities may include more work than a lead purchase, and the cost per customer does not prove equivalent buyer quality, deal value or future customer retention.

If each won customer brings £1,000 revenue but only £350 contribution after fulfilment, neither illustration looks profitable on first purchase without credible repeat value or additional margin. If a retained customer contributes substantially more across its life, the economics change—but lifetime value must come from real retained cohorts, not a sales pitch.

Cost formula for an actual supplier comparison

Fully loaded acquisition cost = supplier fees + additional advertising spend + data/software charges + internal staff time + other directly attributable acquisition costs. Cost per accepted opportunity = fully loaded cost ÷ count of qualifying opportunities actually accepted by sales. Customer acquisition cost = fully loaded cost ÷ won customers from the measured cohort. Divide only when the denominator is greater than zero; otherwise the cost is not yet determinable. Align the time window and attribution method for both models.

Contribution after acquisition = customer revenue − direct fulfilment costs − attributable acquisition and sales costs. Report the result alongside the period when cash was actually collected and costs were paid. The business may be operationally profitable but cash constrained if it prepays for leads while customers settle invoices months later.

When pay per lead tends to make more commercial sense

A defined local or specialist enquiry can be counted, checked and delivered quickly. If your team responds immediately, knows its average conversion by area and service, and can reject invalid or duplicated leads transparently, a lead purchase can make variable spending more predictable. Examples include certain home improvement and insurance quote categories where supplier eligibility and consumer expectations are clear.

However, exclusivity and freshness must be contractual. You may pay for an enquiry that was also sent to competitors, a contact outside your service area, or someone asking for a product you do not sell. Get a detailed rejection window and confirm whether replacements are free, credited or subject to restrictions. The supplier may own the underlying website or ads, so you could lose lead flow when purchases stop. Those are strategic costs even when there is no retainer.

When a retainer can be justified

A complex B2B sale may require repeated account research, different messages for stakeholders, real-time learning, CRM work and careful qualification over several months. An agency retainer can fund dedicated or shared team capacity that is hard to package as a standardised lead unit. It can also support original content, search optimisation, website improvements or paid advertising that creates a longer-term demand asset rather than immediate leads.

But the buyer should demand evidence of work, accountable roles, leading indicators and an honest feedback loop. A retainer is not a licence to report only activity. Ask who owns the prospect research, lists, landing pages, content, domains, customer conversations and documented learning when the arrangement ends. Protect existing organic rankings and relationships when making supplier changes.

Hybrid fee structures: worthwhile only when both sides are clear

Some engagements combine an initial setup or monthly management fee with an additional charge for a valid lead, attended appointment or sales-accepted opportunity. This can align incentives when the provider genuinely carries both operating work and outcome risk, but it can also create double charging if the base fee already pays for all lead delivery.

Specify the event that triggers the variable fee and the evidence required. Make sure the contract explains whether leads from existing clients, branded search, previous pipeline, organic referrals and other suppliers count. If the performance trigger is won revenue, agree how partial payments, refunds, taxes, cancellations and recurring revenue are treated. The choice of payment basis should be linked to actual sales economics rather than the seller's preferred terminology.

Compare the same cohort window and, where possible, similar customer segments and internal follow-up standards. A three-month pilot may still be too short for an enterprise sales cycle, so explain which outcomes are pending rather than converting them to assumed wins. Mark unknown lead-quality variables explicitly.

Compliance and data sourcing matter under both arrangements

The ICO's direct-marketing guidance emphasises lawful use of personal data, transparency about marketing purposes, and proper handling of objections and suppression. If a third party generates and transfers leads, the buyer should establish what the person expected, which businesses were identified at collection and the permissions or other lawful basis relevant to each subsequent contact. A supplier may be acting as a controller, processor or joint controller depending on the factual arrangement: do not assume the label in a contract determines the actual responsibility.

Regulated insurance, financial products and other sensitive industries can have additional distribution and promotion requirements. Confirm eligibility and obtain specialist review rather than treating a lead form's existence as proof of compliant sales contact.

A procurement checklist before choosing either model

    • What exactly is a valid lead, a qualified meeting and an accepted sales opportunity?
    • Who owns the source data and what are the restrictions on future contact or marketing?
    • Are leads exclusive or shared, and are existing accounts, duplicates and non-serviceable enquiries excluded?
    • Who is responsible for research, infrastructure, replies, CRM work and sales handover?
    • Which third-party costs are included, which are charged separately and what prepayment is required?
    • What happens when results are poor: replacement credits, targeting revisions, a change in channels or cancellation?
    • What written evidence, audit records, reporting and asset exports will exist at termination?
